Saudi Arabia has been targeted for leading an Arab coalition in fighting the Houthi rebels since 2015.

The United Nations is engaged in "intense" negotiations with the United Arab Emirates and Saudi Arabia in a bid to avert a military confrontation in Yemen's port city of Hudeida that could worsen the country's already dire humanitarian crisis, Antonio Guterres, the world governing body's chief, had said.

The officials spoke on condition of anonymity because they weren't authorized to brief media.

"Our message is clear. if this assault happens then it would be very hard to imagine how hard the situation the people in Yemen, particularly in Hodeidah, will be in", said Muhsin Siddiqui, country director of Oxfam. During his meeting with Yemen's new Foreign Minister Khaled Alyemany, Guterres stressed that "everyone should redouble efforts to find a political solution and avoid a fierce, bloody battle for Hodeida", UN spokesman Stephane Dujarric said.

United Nations aid chief Mark Lowcock said an attack on Hodeida would be "catastrophic" and that aid agencies were hoping to "stay and deliver" in Yemen, which the United Nations describes as the world's worst humanitarian crisis. Malnutrition, cholera and other diseases have killed or sickened thousands of civilians over the years.
