The bill passed in a 240-186 vote in the House early morning despite opposition from most Democrats, who had sought a firmer commitment from Speaker Paul Ryan that he will bring immigration legislation to the floor for a vote that would protect immigrants who came to the United States as children from deportation.

Congress has managed to pass its spending Bills on time in only four of the past 40 years, said researchers.

Democrats like Pelosi are pushing for the bill to include provisions for "Dreamers" - immigrants brought illegally to the their parents.

Trump's administration was already preparing for a halt in operations.

Maloney said the proposed Senate budget would add billions to the deficit on top of the $1.5 trillion added by the tax bill.

Congress has until midnight on Thursday to pass a measure to avert a second government shutdown this year.

The rebellion that simmered among Republicans and Democrats over the budget agreement boiled over when a determined Paul brought the Senate's work to a halt. "Democrats and Republicans came together, voting to secure adequate, predictable, annual funding for our armed forces while we continue our productive negotiations on other subjects". (Yes, this has happened before.) The bill now goes to the Senate.

The Senate has reached a budget deal that would set government funding at higher levels for two years for both defense and non-defense spending, Senate Majority Leader Mitch McConnell, R-Kentucky, announced on the Senate floor and on Twitter.

Both sides got most of the spending they wanted: For the GOP, huge increases for the Department of Defense. for Democrats, a big boost for domestic agencies. "I'd love to see a shutdown if we don't get this stuff taken care of".

All told, the Republican-controlled Congress is on track to approve about $400 billion in new spending over next two years, just months after enacting a almost $1.5 trillion tax cut.

Not long after that, White House Press Secretary Sarah Huckabee Sanders said a shutdown was not the President's goal - though it's clear that Mr. Trump won't accept just anything from Congress related to DACA.

The government shut down last January 19th.

"This budget deal is a genuine breakthrough", said Senate Minority Leader Chuck Schumer (D-New York), adding that it consigns the "arbitrary. sequester caps to the ash heap of history".

House Speaker Paul Ryan said with this agreement they are breaking the logjam on a number of priorities for the American people.

The budget agreement is married to a six-week temporary funding bill, which is why there's now a new March 23 deadline.
