The account was based on testimony from Buddhist villagers, security officers and relatives of the slain men.

"If they have a place to live, if they have food to eat, they can carry out more attacks", one of the policemen who took part in the operation said.

He had been expected to raise the plight of the Rohingya with 72-year-old Aung San Suu Kyi, who has been criticised for her lack of decisive action.

The United Nations described details of the Reuters report as "alarming" and showed the need for a "full and thorough investigation" into atrocities in Rakhine that could amount to crimes against humanity.

Action will be taken against 10 members of Myanmar's security forces in connection with the killing of captured Rohingya Muslims in Rakhine State, a government spokesman said yesterday, adding it was not related to a Reuters report on the incident.

"As more evidence comes out about the pre-planning and intent of the Myanmar armed forces to wipe out Rohingya villages and their inhabitants, the global community ... needs to focus on how to hold the country's military leaders accountable", said HRW's deputy Asia director Phil Robertson.

If there was "strong and reliable primary evidence" of abuses, the government would investigate, he said.
