A Pentagon budget like none before $700 billion

House members are usually only given one minute to make remarks but Pelosi used her unlimited, "magic" minute, available only to party leaders to tell stories of those who aspire to become USA citizens. But instead of quietly simmering over this impending legislative defeat, the 77-year old Pelosi then took the floor and has as of this writing held it for more than six hours, reading from the personal testimonies of vulnerable Dreamers forwarded to her by fellow Democratic members.

If passed, the bill would prevent a government shutdown that's scheduled for Thursday at midnight if Congress isn't able to pass a funding deal in time.

The plan could break a months-long partisan stalemate centered on federal spending, but potential roadblocks and threats like the one Pelosi leveled Wednesday could drag out the disagreements.

"This agreement, which I fought very hard for numerous things that are in there and I think that it's a good bill", the California Democrat said on Capitol Hill.

"I don't know when we would have another opportunity that matches today" to lock Ryan into a commitment, Pelosi said. As one House Democrat told Politico, the impetus for a fissure runs deeper than loyalties: "Most of us are ready for a real change and new leadership.The issue is not even about personalities".

The budget deal, which was proposed by Senate leaders on Wednesday, will require Democratic support to pass the House, so the House Democratic leader's comments make the plan's future unclear.

Does not address "dreamers": While many Democrats had pushed for protections for young undocumented immigrants brought to the United States as children, the deal does not address those "dreamers". Unlike the Senate, filibustering is not allowed in the House.

While the budget deal reached on Wednesday also includes language that would provide funds for infrastructure, Pelosi said the only reason Republicans added such funding was to get members of the House Freedom Caucus to vote for it.

Buoyed by the sudden likelihood of a budget pact, lawmakers are on track to avoid a repeat of last month's government shutdown - though U.S. President Donald Trump unexpectedly raised the possibility of closing things down again if he can't have his way on immigration.

Their status has been in jeopardy since the Trump administration announced in September it would end the Deferred Action for Childhood Arrivals program, the Obama-era initiative that has protected almost 800,000 of them from deportation.

She wants them protected as part of a budget deal being agreed this week. "Every day that goes by means deportation, means somebody's family being torn apart", the Clinton School of Public Service student said.

Ryan, playing hardball, has promised no such vote, saying that he won't consider any DACA bill that lacks Trump's support.

The broader agreement in the Senate would award whopping spending increases to both the Pentagon and domestic federal programs, as well as approve overdue disaster relief money. That move is used in the Senate to delay or block legislation, and there isn't a House equivalent. The increase would be divided nearly equally - $165 billion for military spending and $131 billion for domestic program spending.
