Labour Secretary Silvestre Bello said that for Duterte's ban to be lifted, Kuwait must sign a "memorandum of understanding" boosting protection for Filipino workers that had been pending for three years.

This developed after the body of an OFW identified as Joanna Daniella Demafelis was found inside a freezer in an abandoned apartment and believed to be that has been there for more than a year.

President Rodrigo Roa Duterte shows photos of Filipina workers reportedly maltreated by their employers in Kuwait in a press conference in Davao City Friday night. I will not remain silent. "I can not stomach it".

He added, "The ban continues today and I don't know until what time". And if I were to do it to your citizens here, would you be happy.

"He's meeting with PAL and Cebu Pacific because they signified willingness to help", Francia added.

"So that the Duterte administration will have additional options on how to save our fellow Filipinos from slavery and human trafficking and be more effective in the delivery of services to OFWs not just in Kuwait but worldwide", said Araneta in a statement.

In January, the government announced a suspension of the deployment of workers to Kuwait following the death of 7 Filipino domestic workers in that country.

But Bello, in a text message to reporters, said the 72-hour deadline would only take effect "after [an] executive order declaring the ban".

"When will this inhuman treatment of our Filipino workers end?"

"We are advocating for unity among all recruitment agencies and their adherence to a common standard of best and responsible practices throughout the industry", she said.

It said it is coordinating with the Department of Foreign Affairs and the Philippine Embassy in Kuwait regarding the special flight.
