The Bench said the supervisory body, appointed by it has found that out of 241 cases, 186 cases were closed without investigation.

Large-scale riots had broken out in the national capital in the aftermath of the assassination of then Prime Minister Indira Gandhi by two Sikh security guards on the morning of October 31, 1984. "On perusal of the same, we find that the SIT has not done further investigation in respect of 186 cases".

A three-judge bench of Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud passed the order appointing judge Dhingra and the police officers after a consensus.

The matter will be heard next on March 19.

The top court, by its order of September 1, 2017, had set up the supervisory panel to examine the justification for closure of the anti-Sikh riots cases probed by the earlier SIT. It will submit its report in two months. In February 2015, the Union Ministry of Home Affairs constituted a three-member SIT to reinvestigate criminal cases filed in Delhi in relation to the 1984 Sikh massacre.

Dhingra has earlier headed a one-man inquiry commission appointed by Haryana government to probe land deals involving Robert Vadra, son-in-law of former Congress president Sonia Gandhi.

The top court had on Wednesday (January 10) chose to constitute a new SIT after receiving a report by a Supervisory Committee that said that out of the 241 cases closed by the earlier SIT, 186 were closed without further investigation.
