The HUD report said that the 2017 homeless population included 3,899 individuals, 3,769 people in families with children, 889 unaccompanied homeless youth, 281 veterans, and 813 chronically homeless individuals.

A recent report by the Department of Housing and Urban Development (HUD), reported by the Seattle Times, found that those numbers are among the highest in the United States. While overall homelessness increased by 0.7% nationally since 2016, since 2010 there was a decline of 13.1%.

HUD says more than 4,800 of Indiana's homeless residents were found in emergency shelters or transitional housing and almost 570 were living on the streets.

At least 10 city and county governments in the West Coast declared states of emergency in response to the explosion in homelessness.

The federal counts were based on one-night tallies done since 2015. An updated CCH count will be released early next year. Last January, the area counted a total of 55,188 individuals living in sheltered and unsheltered settings-an increase of almost 26 percent over January 2016.

HUD also had the fifth-highest rate of homeless families with children in the country.

"If you eliminated those places (the large cities with increases), you'd see a downward trend", Carson said in announcing the new tallies. A shortage of affordable housing was partially responsible.

"While 2017 saw a small rise in overall homelessness in the state as well as veteran homelessness, levels of family homelessness dropped over 36 percent, which is great progress".

"San Francisco has often been pointed out as the city that's struggling with various issues, and I'm glad that now we're not showing up on the lists as having the biggest increases", Kositsky said.

"But it's an indication that our work is working and that Mayor (Ed) Lee's vision of creating a single department to better amplify the city's previous efforts is showing results".
