National Hockey League gives Seattle the green light to submit an application for expansion

Seattle to Quebec City: All the latest NHL expansion and relocation possibilities

There has been no talk of when the Seattle franchise would come to be, only that it would have to pay a fee of $650 million to enter the league.

MANALAPAN, Fla. (AP) - NHL Commissioner Gary Bettman says the league's board of governors agreed to consider an expansion application from Seattle.

The NHL was specific in pointing out that Seattle is likely an expansion team, not a relocation like some had speculated. League has agreed and will allow a season-ticket drive.

"Obviously, there a lot of differences between Seattle and Quebec City, not the least of which is our conference alignment", Bettman said.

Earlier this week, the Seattle city council approved a $600 million renovation for KeyArena after the plans were submitted back in September.

He made the announcement Thursday after the first day of the board of governors meeting. Bettman said that process should be completed in the next month. Vegas has not only added hockey, but has an agreement in place with the Oakland Raiders to eventual move to Nevada for a second professional franchise.

Bettman, who added the Arizona Coyotes continue to work towards a new arena, was emphatic in his remarks that the Hurricanes will be staying in Raleigh.

"It was never really a consideration", he said.
