Mueller Spent More Than $3.2 Million Through September on Russia Probe

According to the report: $500,696 was for special counsel employees, and $1.2 million was for reimbursable Justice Department employees who are on detail at the Mueller team.

Mueller reports to Deputy Attorney General Rod Rosenstein, who appointed him, although the rule gives a special counsel broad discretion to run the investigation without regularly consulting with the department or requesting its approval.

That figure "approximates expenditures the components would have incurred for the investigations irrespective of the existence of the SCO", the report notes, referring to the special counsel's office. The independent counsel spent more than $60 million over the course of that six-year inquiry into then-President Bill Clinton.

Mueller combined several investigations within Justice, including those of Trump campaign contacts with Russian Federation, ex-Trump campaign chairman Paul Manafort's business dealings and disgraced former national security adviser Mike Flynn.

It's hard to make comparisons to other investigations led by specially designated prosecutors or to draw conclusions about how much Mueller will ultimately spend. Starr's predecessor, Robert Fiske, spent an additional $6 million investigating the Clintons' involvement in the Whitewater real estate deal, according to a May 1999 GAO report.

So far, Mueller's team has charged four people as part of the ongoing investigation.

Last week, Flynn pleaded guilty to a felony charge of lying to the Federal Bureau of Investigation and agreed to cooperate with Mueller's investigators. Manafort and Gates have entered not guilty pleas in defense of a number of business related charges.

Mueller's next expense report is due at the end of March.
