At 4:51 a.m. on Tuesday, Tampa police officers responded to North Nebraska Ave and East McBerry Street after receiving a report of shots heard in the area.

Police have sealed off a neighborhood where a fourth person has been shot to death, possibly by a serial killer.

Tampa Police Chief Brian Dugan said the victim, 60-year-old Ronald Felton, was crossing Nebraska Avenue near Wilder Avenue to meet someone.

Suspect information is limited: a thin black male, dressed in all black and wearing a black baseball cap. Police are asking residents to avoid the area of Nebraska Avenue between Osborne Avenue and Hillsborough Avenue as they investigate.

The area where Felton's body was found is close to where three other murders occurred in Seminole Heights last month.

Police urged Seminole Heights residents to stay inside Tuesday as they searched the area, which they sealed off shortly after the shooting. "I believe this person lives in this neighborhood and we need everyone's cooperation".

Hegarty said the suspect couldn't have "gone very far, and we're talking to as many people as we can to see what they may have seen".

Seminole Heights is a working-class neighborhood northeast of downtown Tampa that's slowly becoming gentrified. Many streets are closed as detectives search for the killer, conduct interviews and gather evidence.

A third victim, 20-year-old Anthony Naiboa, was killed on October 19.

The earlier murders began on October 9, when Benjamin Mitchell, 22, was shot while waiting for a bus.

The reward for information leading to the arrest of a suspect now stands at $41,000.

Tampa police and elected leaders hit the sidewalks to show their commitment to the neighborhood not long after the first murder.
