Last month, Transport for London (TfL) refused Uber a new private hire licence, saying the ride-hailing firm was not fit and proper.

New global Chief Executive Dara Khosrowshahi met TfL Commissioner Mike Brown for talks earlier this month, which both sides said were "constructive" as the $70-billion firm tries to fix its relationship with the regulator.

London's Met Police had written to the regulator when it was still considering Uber's license renewal accusing the company of systematically failing to report the most serious allegations of criminal behavior on its platform.

Uber on Friday, hours before the deadline, filed papers with Westminster magistrates court, an appeals process that will allow it to continue operating London.

TfL cited concerns including Uber's approach to reporting criminal offences, its treatment of drivers, how it conducted medical and criminal checks on drivers, and whether software employed to evade regulation was being used in London. "As our new CEO (Dara Khosrowshahi) has said, we are determined to make things right".

An initial court hearing is expected on December 11.

Its spokesman added that details of Uber's arguments against the decision will not be released until nearer the time of the appeal being heard.

But he pledged to appeal the TfL decision "on behalf of millions of Londoners".
