"While student-athletes likely benefited from the so-called "paper courses" offered by North Carolina, the information available in the record did not establish that the courses were exclusively created, offered and maintained as an orchestrated effort to benefit student-athletes", SEC commissioner and Committee on Infractions chairman said in a statement.

"[Two] fraternity members explained that they saw these classes as somewhat of a "loophole" in Chapel Hill's otherwise demanding curriculum, and they never conceived of these classes as being in any way tailored to athletes". "Additionally, the record did not establish that the university created and offered the courses as part of a systemic effort to benefit only student-athletes".

"A singular principle allowed UNC room to make its claims and, ultimately, limits the panel's ability to conclude that academic fraud occurred", the Public Infractions Decision said. Their students were disproportionately athletes, especially in the lucrative, high-profile sports of football and men's basketball. "Since 2014, the NCAA membership has acknowledged the question whether academic fraud occurred is one appropriately answered by institutions based on their own academic policies". In many cases, athletes were steered to the classes by athletics academic advisers.

"The panel concluded that while student-athletes and athletics programs may have benefitted from utilizing the courses, the general student body also benefitted", a release from the NCAA said.

Colleges have set up a system where they require athletes to exchange financial compensation for an education, but in many cases, that education is treated as secondary, much less important than winning games and maintaining eligibility.

The university had challenged the NCAA's jurisdiction in the matter, saying it was an academic issue. He counted athletes who were no longer team members.
