In another briefing, an unnamed ally of Hammond told the Sun that Michael Gove, the environment secretary, was the source of some of the leaks from last week's cabinet meeting.

It was reported this weekend that Hammond described public sector workers as "overpaid" and that driving a train is so easy "even a woman can do it" in a Cabinet meeting.

He slammed unions for failing to allow women to become train drivers, saying that was the reason 95 per cent were male.

"The care worker hurrying from house to house doesn't feel overpaid, nor does the hospital cleaner working round the clock, or the teaching assistant going the extra mile for the children she supports", she said.

The BBC interview comes amid suggestions that ministers are leaking details of cabinet meetings, as they seek to gain political influence following the general election and during the Brexit negotiations. He said he was being attacked because of his views on Brexit.

Piling on the pressure, a report by the TUC published on Monday suggests that public sector workers are now thousands of pounds worse off since the Conservatives came to power in 2010, with paramedics and prison officers out of pocket by up to £3,800 (US$4,960) annually.

The Chancellor, who is widely thought to have led the opposition in Government to any relaxation of the cap, hinted it was an issue they were prepared to look at.

"She will be reminding them of their responsibilities and making the point that ministers across Government need to be focused on getting on with delivering for the British public", he said.

He told the BBC's Sunday Politics there should be a time limit with strict conditions, but steered away from his own previous comments that it should be in the months, indicating the rifts running through May's Cabinet.

"It is absolutely clear that businesses, where they have discretion over investment, where they can hold off, are doing so and you can understand why", he said.
After seven years of a punishing pay cap, all public sector employees need a pay rise. His overall tone was that we shouldn't give them more cash because they are overpaid. Later in the meeting both Boris Johnson and the PM said we should not say public sector workers are overpaid.
