The Trump administration has threatened further measures against Caracas, but sanctions so far have stopped short of hitting the oil sector in Venezuela, which is a major U.S. oil supplier. Haley said Washington did not call the council meeting to be intrusive.

However, the opposition coalition has rebuffed the move as a delay tactic.

US President Donald Trump on Thursday called the situation in Venezuela a "disgrace to humanity" and said the deadly political crisis was possibly the worst of its kind in decades.

"By imposing targeted sanctions, the United States is supporting the Venezuelan people in their efforts to protect and advance democratic governance in their country".

Speaking before a crowd of supporters, a fired-up Maduro accused Trump of promoting an interventionist policy that infringes on his socialist government's sovereignty. Britain warned its citizens against "all but essential travel" to Venezuela.

Since the beginning of Venezuela's Bolivarian Revolution, with the democratic election of former president Hugo Chavez in 1998, the oil-rich nation has been repeatedly attacked as "undemocratic".
