US President Donald Trump has been pressing China to rein in North Korea, suggesting that doing so could ease US-China relations over trade and other issues. But he told the sailors, "as all of you know, readiness is the key".

Back in Tokyo Pence spoke to the sailors after a series of meetings with Japanese leaders, including Prime Minister Shinzo Abe.

Almost a month ago, the totalitarian nation released a fiery video with scenes including troops blowing up a U.S. Navy aircraft carrier and bomber.

Pence's comments come after a senior North Korean official warned the regime had no intention of dialling down its missile programme, pledging weekly tests and threatening "all-out war" if the United States took any action against it.

Pence also said the US would protect freedom of navigation in the South China Sea, the sea lanes vital to global shipping where China has been staking claim to disputed territory.

Amid the growing tensions between North Korea and the US, the celebrations marking the 105 birthday of North Korea's founding father Kim Il-sung continue.

Pence, whose visit started in South Korea the day after the failed launch by North Korea of what analysts said could have been a new missile, said the threat from the isolated regime was growing.

A preemptive strike by the United States on North Korean missile facilities is not a practical solution, unless there is a strong belief that the North Koreans will attack the US.

United Nations diplomats said the proposed statement of condemnation had consensus from the other 14 Council members, including China, North Korea's biggest ally and a Council permanent member. He did not comment on what might have caused the missile to fail. But officials have avoided tipping their hand as to how the administration will proceed, instead touting Trump's unpredictability as a deterrent for North Korean leader Kim Jong Un to weigh carefully.

"All options are on the table". We've said it as clearly as we can possibly say it.

The US has adopted a policy of "strategic patience" with North Korea.

The U.S. and South Korea are now holding the Max Thunder air combat drill created to improve allied readiness for a serious escalation of tensions on the peninsula. But it remains unclear what might come next.

China says it is seriously concerned about North Korean nuclear development, in the wake of a BBC interview with a top official from the North. Some analysts warn that a collapsing North Korea with nuclear weapons would be more risky than a stable North Korea developing a nuclear arsenal.
