The Bihar cabinet on Wednesday passed a proposal brought before it to amend service rules forbidding government employees from consuming liquor anywhere in the state in the wake of prohibition which was imposed in the state in April, 2016.

Briefing newspersons, principal secretary of cabinet secretariat department Brijesh Mehrotra said the cabinet also approved amendments to the Bihar higher judicial service rules, which envisaged appointment of judges of high courts on an annual basis.

The same has been extended for officials of Judicial services as well, Mehrotra said.

This worldwide ban may reportedly result in salary cuts and suspensions for the officials concerned, and the rules that earlier prevented them from drinking only on duty have been amended.

He said the region had been unusually dry for the past three years and the grass in the hills had turned brown over the summer. A state of emergency has been declared in the area and authorities have been sent in to help firefighters with the two fires.

After fulfilling his poll promise of state-wide liquor ban in April past year, Bihar Chief Minister Nitish Kumar has taken a step further in implementing the policy. It adds though that it is not quite clear how the government plans on imposing this directive.

"The Bihar Prohibition and Excise Act 2016 is in effect only within the boundaries of Bihar and not outside". He has said that it has reduced crime and improved communal harmony in the state aside from having a positive impact on the eating habits of Bihar's citizenry. "The liquor ban law can not be imposed on the person", Singh said. The new rules were approved by the cabinet.

Confusion, however, prevailed after the latest prohibition announcement as some in the media reported that the new rules were applicable only in states like Gujarat, Nagaland, and Kerala where prohibition was already in place and not in states where liquor was sold and consumed freely. It was alleged that action was seldom taken against any officer, even if they were found taking liquor.
